Pantex building project adds efficiency, cost savings
Pantex cuts the ribbon on the new Flexible Support Facility February 16, which uses the Standardized Acquisition and Recapitalization (STAR) design previously used at the Nevada National Security Site. Reuse of the design is a first in the National Nuclear Security Administration (NNSA) enterprise and is aimed at achieving cost and schedule efficiencies. Pictured: Senior Director of Pantex Project Management Russell Daniel, Pantex Deputy Site Manager Kenny Steward; Deputy Manager NNSA Production Office, Pantex Carlos Alvarado; Pantex Site Manager Colby Yeary; Senior Director of Pantex Infrastructure Programs Shawn Spivey; Infrastructure Program Manager Todd Clark; and Project Manager Marvin Moreland.
AMARILLO, Texas – Representatives from the National Nuclear Security Administration (NNSA) joined leaders from Consolidated Nuclear Security, LLC at Pantex on February 16 for a ribbon-cutting ceremony for the site’s new Flexible Support Facility (FSF).
“The completion of the Flexible Support Facility is a significant step toward continuing to modernize Pantex as we fulfill the workload increases at the site over the next several years,” said Pantex Site Manager Colby Yeary.
The 14,400 square-foot building broke ground in September 2020 and achieved beneficial occupancy on February 3, 2023. The FSF will provide support for the nuclear security mission at Pantex. Housing approximately 90 personnel, the new facility helps accommodate part of the general staffing growth occurring at the site. The new facility will house project and maintenance teams, increasing direct communication among those support organizations who help ensure facility availability across the site.
The design of the FSF is based on a Standardized Acquisition and Recapitalization (STAR) design that was previously used at the Nevada National Security Site (NNSS). The abbr title="Standardized Acquisition and Recapitalization">STAR initiative is aimed at reducing costs and accelerating construction of small office and light laboratory facilities through the use of standard, scalable building designs. Pantex is the first NNSA site to complete a project reusing a STAR design from another site, and the approach is being evaluated for applications across the nuclear security enterprise to achieve cost and schedule efficiencies with each subsequent build. The design used for the FSF is currently being leveraged for two additional projects at the NNSS.
“The project management team was able to overcome challenges with construction during the pandemic and supply-chain issues by monitoring schedule progress, anticipating potential bottlenecks, and implementing solutions to keep the project moving forward,” said Todd Clark, CNS Infrastructure Program Manager. “The lessons learned from this project will help us to gain future efficiencies for project execution, building construction as well as other projects planned for the site.”
Pantex plans to utilize this same design to construct additional mission enabling buildings that further support the ability to deliver the site’s national security mission, including a change house for employees to use for donning work-related clothing and an additional office facility.

Pantex opens new AEOC/JIC
Amarillo downtown emergency facility operational
AMARILLO, Texas – The Pantex Plant has a new Alternate Emergency Operations Center (AEOC) and Joint Information Center (JIC) in downtown Amarillo, providing a dedicated space for emergency response teams during drills, exercises, and real emergencies. When not in use as an AEOC/JIC, the space will be utilized by various Pantex departments for training.
“We are excited to utilize this new space in downtown Amarillo,” Jeff Yarbrough, Pantex site manager said. “This facility will enable our emergency response teams to work more efficiently and effectively during drills, exercises, and events.”
“The location is ideal,” said Reeves Easley-McPherson, Emergency Management specialist and AEOC/JIC building manager. “We are right at the entrance to downtown Amarillo, with easy access to both Interstate 40 and Interstate 27.”
DOE orders require the AEOC be located outside the Emergency Planning Zone (EPZ) – a ten-mile radius around the plant, and the new location is well beyond the EPZ. Previously, the AEOC for the site was located near the Amarillo airport.
The AEOC is an alternate location from which Pantex coordinates information and resources to support incident management activities. The JIC is the central location where public information officials from all participating federal, state, and local agencies collocate during an actual emergency and where news media gather information and updates.
While a JIC would not typically be located in the same place as the AEOC, this new space works for both and provides classroom space for the site to use.
Having a dedicated, standalone JIC enables Pantex and NNSA Production Office (NPO) emergency responders to quickly go into operation during an emergency to provide information to the news media and public. Previously, the JIC was located at various locations within Amarillo College.
The new Pantex AEOC/JIC was first used during an emergency exercise on July 13, 2022.

Rich Tighe appointed CNS President and CEO
Oak Ridge, Tenn.—Richard “Rich” Tighe became president and chief executive officer for Consolidated Nuclear Security effective Tuesday, September 6, 2022. He replaces Gene Sievers, who had served as CNS's acting president and CEO since July.
Tighe assumes leadership for both of the National Nuclear Security Administration production plants under CNS's contract: the Pantex Plant in Amarillo, Texas, and the Y-12 National Security Complex, in Oak Ridge, Tenn. Sievers returns to his singular role as the Y-12 site manager, and Colby Yeary will continue to serve as CNS's chief operating officer.
Tighe (pronounced “tie”) joins CNS after nearly four years as president and general manager of National Aerospace Solutions, the Bechtel-led test operations and sustainment contractor for the U.S. Air Force’s Arnold Engineering Development Complex at Arnold Air Force Base near Tullahoma, Tenn. Before serving in that position, Tighe led business development for Bechtel’s Nuclear, Security, and Environmental global business unit, which included work with the Departments of Energy, Defense, and Homeland Security; the National Aeronautics and Space Administration; commercial nuclear power; and governments of U.S. allies. He was elected a Bechtel principal vice president in 2016.
He previously worked for nearly a decade at the Nevada Test Site (now known as the Nevada National Security Site), where his duties included conducting nuclear defense and national security science work, managing a diverse construction and technical portfolio to support multiple government agencies, and leading a department in the site’s remote sensing laboratory.
“Rich’s experience in nuclear safety, high-hazard projects, explosives test and evaluation, conduct of operations, and nuclear emergency response, added to the outstanding performance of NAS while performing critical ground-testing of military and commercial aerospace systems, make him an excellent fit for his new role with CNS,” said Dena Volovar, general manager of Bechtel’s Nuclear, Decommissioning, and Environmental Group.
Tighe holds a bachelor’s degree in physics from Loras College in Iowa and a Ph.D. in nuclear physics from the University of Notre Dame. Upon completion of his doctorate, he worked for two years as a postdoctoral fellow in the nuclear science division at Lawrence Berkeley National Laboratory.
“My career in the national security field has helped prepare me for this important and exciting role and I’m eager to get to work and help the patriots at Pantex and Y-12 continue to deliver on the important national security mission the nation trusts us to perform,” Tighe said.

Pantex, Y-12 teams recognized by NNSA Defense Programs
Oak Ridge, Tenn.—Ten Consolidated Nuclear Security project teams, representing hundreds of employees and National Nuclear Security Administration (NNSA) Production Office staff, were recognized by NNSA for their work in 2020, supporting the national security missions at the Pantex Plant and the Y-12 National Security Complex.
In a ceremony at Pantex, NNSA Assistant Deputy Administrator for Stockpile Management John Evans commended the winning teams for achieving excellence in 2020 during a pandemic that continues to pose challenges.
“Without your expertise and dedication and devotion to your jobs, we could not do what we do,” said Evans. “Your hard work during a pandemic is nothing short of amazing, and all of us thank you for your diligence.”
Teams excelled at delivering the mission
CNS President and Chief Executive Officer Bill Tindal also congratulated the winners, both at Pantex and Y-12. “The accomplishments being recognized were not achieved for their own purpose, but a higher one: delivering on our mission,” Tindal said.
“Our people do extraordinary work in support of the mission. Adapt and Deliver doesn’t mean finding a creative work around. It means facing into our challenges and finding solutions, and we are proud to recognize your demonstrated excellence,” Tindal added.
Each site received five awards, with both receiving a Defense Programs Award for their support of the mission during the pandemic.
Pantex projects include materials management, implementing new electrical testing
The four other Pantex projects honored included the following:
A team made significant progress and improvements for LLM-105 Particle Size Modification Operations in support of the W80-4 Life Extension Program. LLM-105 is a new explosive material that requires full development of manufacturing and testing processes to adequately produce and analyze material for use.
A cross-functional Production Stores Technology Advancement team developed and implemented a safe multi-functional storage system that increased space utilization, eased part/component retrieval, and reduced safety risks.
The W88 Joint Test Assembly 2 Refresh (JTA2R) Recovery team successfully implemented the first use of alternate, replacement electrical testing that was required due to the Production Tester 3565, Pre-Set Fuse Tester becoming obsolete. The magnitude of losing the last copy of the PT3565 in December of 2019 required tremendous recovery efforts because it performed four bench-level tests and one full-up reentry body test that no single production tester could accomplish.
Y-12 projects support UPF, weapons systems
At Y-12, these four additional projects were recognized:
A team tackled the Holden Gas Furnace Exhaust Modifications Project that had been tabled for years. Through planning and implementation, the team minimized production downtime while completing the project and successfully reducing risk.
Microwave Casting Activities achieved significant milestones that continue to reduce operational and technological risks in support of the new Uranium Processing Facility and the next weapon system.
Personnel completed a great deal of work in support of a Significant Finding Investigation opened by Los Alamos National Laboratory. The investigation related to aging anomalies of canned subassembly during the previous year.

CNS wins gold, silver DOE GreenBuy awards
Pantex, Y-12 honored for “green purchasing” efforts
Amarillo, Texas—The Pantex Plant in Amarillo and the Y-12 National Security Complex in Oak Ridge, Tennessee, turned green into silver and gold respectively, with GreenBuy awards from the U.S. Department of Energy (DOE) for sustainable purchasing. The awards recognize excellence in “green purchasing” that extends beyond minimum compliance.
This is the second year for Pantex and the fourth year for Y-12 to receive a GreenBuy award. Multiple recognitions are significant because GreenBuy awards call for continuous improvement. Both sites are managed and operated by Consolidated Nuclear Security, LLC (CNS).
By participating in the GreenBuy Program, the sites leverage the federal government’s purchasing dollars to achieve mission goals while improving the marketplace for sustainable products and services, as well as reducing the overall environmental impacts of DOE's operations.
Shab Fardanesh, Senior Sustainable Acquisition Advisor for the DOE's Office of Environment, Health, Safety, and Security, said, “This voluntary program helps DOE sites systematically reduce their footprint through environmentally sustainable purchases. As an added bonus, employees can also use this information to make greener and healthier purchases at home.”
Exceeding the goals
Sites must purchase a minimum of nine products in at least five categories to receive the Gold award. Y-12 exceeded those milestones by purchasing 10 priority products in the requisite categories in fiscal year 2021. The categories range from lowering health and environmental impacts to reducing maintenance and waste-management costs.
Pantex exceeded the goals for the Silver award by purchasing six priority products in four categories.
CNS Sustainability and Stewardship Manager Jan Jackson said, “Both sites achieved these awards by demonstrating excellence in sustainable acquisition for recycling electronics and purchasing of paper towels, toilet tissue, other consumables, and electronic equipment as priority products.”
Sherith Hudson, CNS Sustainable Acquisition Program coordinator, added, “These awards recognize that the CNS Sustainable Acquisition Program trained 399 employees at Y-12 and Pantex involved in specifying and procuring materials, products, and services during Fiscal Year 2021.”
